NORDIS, together with two Nordic research units that collaborate with NORDIS: DATALAB – Center for Digital Social Research an interdisciplinary research center at Aarhus University in Denmark and DECA, a consortium of seven research units in Finland, funded by the Strategic Research Council), provided a comment to the European Commission to the proposed Delegated Regulation on data access provided for in the Digital Services Act. 

The contribution included remarks about:

1. The EU-wide standardization and transparency of application processes, including clarification of applicant and assessor roles and related documentation, processes for comparative analyses, as well as timeliness and possible cases for fast-tracking;
2. Quality standards for data needed for research
3. Independent monitoring of the process to ensure equal opportunities and fair practices for access for independent researchers under Article 40.
